I should note, though, that the Constitution gives to Congress the power to determine by law how the Census will be conducted. As far as I know by Title 13 of the U.S.C. the law presently places that responsibility under the authority of the Secretary of Commerce, and that is reflected in language throughout Title 13. Given the Democrat majority in the Congress, however, they can change this in conformity with the dictates of the present occupant of the White House. But do they want to do that? Probably not.
